That's a matter of personal opinion, but I'm going to go with the general French and Canadian opinions on the matter and say that no, the French speak better French. Canadian French is a very interesting dialect, but in general native speakers of French--wherever they might come from--will think that the French spoken in France is the best, most grammatically correct form with the best pronunciation. Did you listen to your question? That's like asking does anyone speak better French than the French. Its called 'French' for a reason. Everyone has their own dialect even in France.
