私は話すのが好き (watashi ha hanasu no ga suki) would mean "I like to to talk". Changing 好き (suki) to 大好き (daisuki) would better emphasize one's fondness for talking [好き means "to have a fondness for" or "to like" and 大好き means "to have a great fondness for" or "to love"], though perhaps it'd be kind of strange to say that you have such a great fondness for talking.
