It depends on the purpose of the restraint - and how many people you have.

If you simply want to hold the alpaca in place, or restrain it while someone else does something (eg. clips its toenails) - you place one arm around its neck, place your knee in front of its chest (your other knee can go behind the shoulder/leg if possible) and your other arm goes over its back.

There is a technique called "chuckering" - which involves tying a rope around the alpaca's middle, then placing its two back legs in the loop made. This is however quite difficult, and is not a very reliable restraint technique (the rope must be the correct size or else the legs simply come out again).

If you have a particularly difficult alpaca - you can hold on to its ear(s). Do not pull harshly or squeeze too tight, just grip on to the ear. This is usually effective because the alpaca realises that it will hurt if it moves. You can also grab the tail at the same time for further restraint.

If the alpaca is halter-trained, you can restrain it with a halter and lead. Do not try this on an alpaca that has not been halter trained - the animal will stress and jump around.
