How do you repair a horn on a 00 jetta vr6 when you set the alarm it honks but when you hit the wheel it doesnt checked the fuse already fuse good?

Assuming that there are no aftermarket gadgets on the car the horn you hear when you lock the car is not the same as the one that is on the steering wheel. If the fuse is good I would next locate and check the horn relay. It is mounted on the relay panel that is above your left foot when driving. You will need to take the kick panel down that covers the bottom of the dash on the drivers side. You could also locate the horns that are mounted behind the front bumper cover in front of the left wheel. Check connections there for corroission and so on. Apply some voltage to the horns with a jumper wire from battery + to see if they work. If I remember correctly there are 2 wires to each horn so one would need a ground and the other B+. Other than that the clock spring that is mounted under the steering wheel could be bad or the horn plate that the airbag mounts to. There are also some chassis grounds that are bolted to chassis down by the battery (remove battery)to the drivers fender side of the battery. Make sure they are not corroded and tight. Other than that I can't help you out. If your clock spring turns out to be bad it requires removal of the airbag and I would refer to someone who knows about that stuff if I were you as it can get messy in short order.

There's a strong chance it has to do with the vehicle's computer. Sometimes the ignition can malfunction for a number of computer-related reasons, including the alarm. A shaking of the vehicle could either cause that problem, or even resolve the problem. You might not know for sure until you have it checked out.
