lug bolts are pressed in to either the axle or rotor from the back. first remove the drum or rotor for easy access, using a punch push the remaining part of the bolt out of its hole, then feed the new one in, you can use a bunch of washers and the lug nut to press it in just keep stacking washers and tightening until the lug is fully set in the axle, a hammer is not recommended
You will need to drill the broken bolt out and install a heli-coil thread repair.

First jack the rear of the truck up. Relieving the shock of any pressure will allow the bolt of slide off easier. Remove the broken bolt and replace it with a new one.

The broken bolt will have to be extracted or drilled out. Extraction can be done with an E-Z Out tool available at most auto parts store. Instructions on how it's used are included in the package. If the broken bolt is drilled out, it may be necessary to retap the hole to a slighly bigger size and use a different bolt. If you are unsure of doing the job, it might be best to take it to a machine shop or lawn mower repair shop.

You can remove the valve cover and weld a nut to what is left of the bolt, wait for it to cool off then unthread the broken bolt. You can also drill out the center of the broken bolt and use an easy-out. You can also drill into the broken bolt with a left handed drill bit, sometimes the drill bit will catch and spin out the broken piece. I would go with the first suggestion.
You can replace the air conditioner serpentine belt of your 1995 automobile by removing the old belt. Take the new belt and feed it around the components. Loosen the tensioner bolt. This will help the new belt to fit properly. Once the new belt design tighten the tensioner bolt.
