There are two different belts a 96 SEPHIA requires. They are turned by a double pully wheel. The alternator and water pump belt is the rear one. The alternator adjusts with a 9 or 10 MM box wrench. The air and Power Steering is the front. It is adjusted with AC compressor.
The timing belt on a 1999 Kia Sephia is changed by removing the timing cover, loosening the tensioner, and pulling the belt off. A new belt is then put in place and then tension reapplied.
for some reason kia likes to put the master cylinder on the passenger side of the engine bay in many of their car.check there.

put a torch to it
75w 90 if you have a manual transmission.... 2.8 quarts.
Compressor lubricant is mixed in with the freon and will enter the system when it is recharged
take out the old bulb and put the new one in :)
In the brake fluid reservior located on top right side of engine.
I have the same problem with my 1998 Kia Sephia and it is most likely the "sending unit" which is probably located in the gas tank. Could also be a short in a wire. When I fix mine I will re-post.
put in new alternator but it will not charge battery. alternator was tested and found to be good. why wont it charge the battery?
