part b is automatically taken out of your SSA check, you need to be retired or on disability to be on medicare and this is b/c you need to be drawing a check to pay for it. 8006334227 is medicare number call them to be 100% sure

You don't need to be retired/on disability for Medicare. You qualify for Medicare at age 65 with at least 40 quarters of Medicare contributions (through employment). If you aren't receiving/eligible for Social Security, you may send payments to CMS by check.
