The Pokemon Seel, which can be captured in Phenac Town from Cipher Peon Egrog, after being purified leans surf. Although I wouldn't suggest trying to train one as they don't become very strong. Try something else like a Camerupt as it can learn Eruption or another Pokemon that can learn Water Spout as this are the strongest attacks that hit two Pokemon while not hitting you other Pokemon in the battle
