Pressing <Ctrl><->, the control key at the same time as the "-" (minus) key makes the characters displayed smaller. Pressing <Ctrl><+>, the control key at the same time as the "+" (plus) key makes the characters displayed larger. for Windows: Go to Control Panel\Appearance and Personalization\Display i don't think you can make it smaller just bigger.
For Apple computers, hold down the Command key and press the minus key (the plus key will make the type bigger).
I think that some informations are missing in your question. Do you want to resize images? Pictures? Or are you referring to images displayed on browsers...
If you use Firefox, go to "View", on the "menu bar", you'll find "Zoom" . Use Ctrl(+)+ to increase, and Ctrl(+)- to decrease. You also can adjust the size of the text only. The same procedure applies to IE also.
Start menu -> Appearance and Personalization -> Display -> and choose either medium or larger. Remember to click apply!
Paint does not make your screenshots smaller. Your problem is most probably that the MS Paint window is not maximized and so the visible image is smaller than the screen. You can use the vertical and horizontal scroll bars to unveil the rest of the image.

Presumably you're talking about a laptop. There's a setting in the BIOS of most laptops called LCD Panel Expansion. If you enable that it will make the image full screen. If it's a desktop then you've somehow managed to change the CRT focus to a smaller area, just expand it to fill the screen again. If it's a TFT monitor then it should have a button which can auto-center the image.

There are 2 part to an image you see on screen. The forground picture and the CANVAS that it sits on similar to that an artist uses. You can keep a image one size and make the canvas bigger (or smaller) if adding in other graphics

You can make it smaller but changing the screen resolution. You can do this by going to the display settings in the control panel and clicking screen resolution.
