No. Removing a restricter on a scooter's carb will make it faster but decrease mpg. If you are talking about a restrictor on the exhaust, then most likely you will increase mpg, but boy is it LOUD.
It will not really improve your top speed but it will give a better growl and have better acceleration and power on the hills.

how do you take the governor off of a kymco agility 50 scooter? There may not be a governor as such, it may be that the engine has been detuned or otherwise modified to limit its power or top speed. It may well be a violation of your state's laws to attempt to override any of this. Most states treat these scooters as mopeds, and the common limitation is max size 50cc, max power 2hp, and max speed 30 mph. A scooter that exceeds any one of these is considered a motorcycle and must be licensed and insured as such. But it may be that the VIN on the scooter can not be registered or insured as a motorcycle, so effectively, it is a violation of law to modify it. Make sure you understand your state's laws before you proceed.

Yes there is, but with retail marketing, they always round it up to 50cc, most 50cc scooters arent even 50cc, they are about 49.5 or so. and like the Suzuki Burgman 650cc, it is actually 638cc, they just round up to make it so people buy it. Incase you don't know, the 47cc or 50cc or 650cc is the size of the engine, not the model number or its power. only the size of the engine. so stop saying scooter and say something like is there a 47cc scooter engine, because it is an engine, not a scooter.

All else being equal, a bigger engine will make a faster vehicle.
