You would have to put a casing around it, find a different incoming water hose, and adapt the drain hose.
The smallest Maytag portable dishwasher that I found is 24 inches. So the answer is Yes. It is built strong for lasting reliability and performance and it doesn't take up to much kitchen space.
If the faucet on the sink.can hook up to the dishwasher then yes it can.
If you install a built in the landlord will ask you to leave it or replace the cabinets it replaced. Portable sounds a better deal to me.

The attachments for portable dishwashers are not universal, and do not fit all faucets. To fix this, a person can buy an attachment for their faucet the matches the dishwasher.

Anything is possible but I doubt it for under $400. It is far easier to go the other way and convert from portable with a manufacturers kit.
more info needed. portable vs built in unit? does your house have and existing d/w? do you have the drain hose that comes with the d/w?
NO, definitely not so. I have changed hundreds of dishwashers and never found a case like that.
