I checked the Chilton Repair Manual for the 2003 Grand Caravan. According to that book, the fuse for the dash board lights is a self-resetting fuse that must be serviced by the dealer. Its somewhere under the dash, and apparently cannot be replaced or reset by the user. Kind of the same idea as the headlights on the Pacifica.

what are you running of the battery? also do you have the double electrics for charging battery when driving.if not keeping charge you need a new battery
There is normally a dedicated battery box, usually at the front of the van.

There is no speedometer cable on a 1995 caravan. it is done by a speed sensor on the transmission and digtal data is sent to the computer and the computer then sends the signal to the speedometer. This is the case even when the speedometer looks analog. Likely a bad speedometer is the cause if it does not move as the speed sensor is used for other functions and would trip the "check engine" light if it was bad. the speedometer is part of the instrument cluster and likely you would need to change the whole thing.
The 1994 Dodge Caravan recommended battery cold cranking amps is 550. If you live in a cold climate you probably will want a bigger battery.
