I think you are mixing two or more different concepts.
2 1/4 is a mixed number. (mixed because it has a whole number "2" and a fraction "1/4")
9/4 is an improper fraction. It is improper because the top number of a fraction (numerator) is supposed to be a smaller number than the bottom number (denominator).
2 1/4 = 9/4 These are equal amounts...they are the same thing...just written in a different form. For example in English I say "cat" but in spanish I say "gato." Whether I say it in English or spanish...it is the same thing.
So...the sum of any two mixed numbers can "be written" as an improper fraction.

An improper fraction is which something you can't reduce anymore. A mixed fraction is a fraction where you can multiply the denominator by the whole number and add the numerator, ex. 4 and 1 half multiply 4 and 2 which is 8 and add 1 which is 10, so you now know that 4 and 1 half is the same as 10.
Say the decimal out loud to yourself, and the way it sounds will be the fraction. If it is an improper fraction, I'm guessing you know how to change it to a mixed number. For example, if it was .25, then it would be 25 over 100.

Method :write ALL the numbers as the numerator, then write 1 as the denominator and for each number add a 0 to the right of the 1.simplify.then write the improper fraction as a mixed number. if you don't know how, then look that up too.
