It's easier to prove they ARE legal. There's not a database or list of names of illegal aliens anywhere. By US law, employees must present either a) a valid picure ID AND social security card or b) an Alien Registration card to be hired. There are counterfeit documents, but normally you can tell either a) the picture doesn't match or b) they look fake. If you've seen someone's ID and social security card, or Alien Registration card, there's a good chance they are legal. If they're employed by a reputable firm with more than 100 employees, chances are they are legal. Don't assume just because someone's English isn't perfect, that they are an illegal immigrant.
Generally, persons are asked to provide proof of citizenship and whatever proof is provided is then scrutinized. There are systems in place for law enforcement, employers, landlords, lenders, DMV, etc. to verify the validity of the proof provided (e.g., e-verify, credit check, etc.).
These systems are not accessible to private individuals wishing to satisfy their own personal curiosity.
People who are legally in the country have some kind of document to prove it; in the case of citizens born in the country it is a birth certificate, and in the case of legal immigrants there are visas, Green Cards, or citizenship certificates. If a person cannot produce any such document then we may presume that this person is in the country illegally.
