Normally the idler wheel will have a bad bearing and will make a lot of grinding noise and or vibrate big time!
If the bearings go out all together you will know real quick like as it will most likely burn or rip the belt off!
The idler pulley has nothing to do with the brakes. If the idler pulley is bad it could throw or break a belt, and then your engine will stop.

If it does not drive anything it could be an idler pulley.
you have another pulley and that the tensioner pulley and it is spring loaded and it keeps the belts and pulleys tighten .If its bad it will cause that sound

The idler pulley is between the alternator and the A/C compressor.
Remove the belt, then remove the bolt holding in the idler pulley.
Replace the tensioner assembly as one piece.
Remove the old, damaged idler pulley and replace it with a new one.
