According to Samual Noah Kramer the great majority of Sumerians as "farmers and cattle breeders, boatmen and fishermen, merchants and scribes, doctors and architects, masons and carpenters, smiths, jewlers, and potters." And he writes, "In early days political power lay in the hands of these free citizens and a city governor ... who was no more than a peer among peers."

That sounds civilized.
