First off, you'll need a vacuum hose. I usually put the small end over the jet and fill the hose with water. After the hose is full put the large end in the skimmer. Place your vacuum head in the pool, attach the hose to it, now you're ready to vacuum.
If there is a vacuum port open it and turn off your skimmer port and reduce the flow in your main drain,If no vac port plug the hose into the skimmer, If you have more than 1 skimmer plug one of them off.And please use a pool approved vacuum, Kirby or Hoover will not work.

I found this from poolsaboveground.com: "The safest way to cut the holes needed for the skimmer box and return line is to build the pool entirely and start filling it. Allow the pool to fill about half way up in order to set the liner in place(the weight of the water pushes the liner to the wall and in its permanant placement). At this point your pool is completely finished except for cutting the holes for and installing the skimmer and return. Put on some shorts and get in the pool. Meet your helper(did I mention you need a helper) at the precut metal wall openings. Your helper is outside the pool facing the openings. First take the return fitting apart. There are just two peices to the return. Press the return (with the threads facing out) firmly against the precut wall hole from the inside. Doing this will push the uncut liner slightly though the hole making it easier for your helper to cut the outline. Continue to apply pressure with the return as the helper cuts the circle. Have your helper line up the skimmer box on the outside of the pool and fasten the screw you poked through to the skimmer box. Repeat this until all of the screws are in place and tighten. Your skimmer is now in place and the only thing left to do is cut the liner around the inside of the skimmer plate to make an opening. This process is harder to explain than it is to actually do. Just remember- when in doubt- cut small."
Buy a vacuum head, not one with wheels, one meant for a vinyl liner. Buy the hose. Attach the hose to the vacuum head and place in the water. Fill the hose with water by placing the other end of the hose in front of the return jet in the pool. Attach the hose to the hole in the skimmer. If the pool is full of leaves and mud, set the pump to waste and blow the water out of the pool. Be sure not to let the water level fall below half of the skimmer. Add more water if necessary. If the debris in the pool is minor, you may leave the setting on the pump on filter but you should backwash and rinse the filter head afterwards. For minor debris, you may also buy an automatic bottom moving vacuum. They really are great!
The vacuum on a pool connects into the vacuum plate that fits over the skimmer basket on the side of the pool. My vaccum attaches in the bottom of the skimmer UNDER the basket. Different types of skimmers.

To install the water return fitting above the ground pool, you have to switch off the source. After this you can then install the water.

I may be wrong but I doubt there is a scum gutter on above ground pools. There may be what is called a skimmer and that is sort of a hollow box like object at one side of the pool - usually located closer to the pool equipment side of the pool. When the pool pump is running you will be able to see water entering the box or skimmer. The purpose of the skimmer is to catch bugs, leaves, etc and to get the water back to the pump. It is part of the circulation system.

If you can get the right skimmer you should not have too much of a problem However if you cant get a replacement you may be able to get out of it by getting a floating pool skimmer with inline leaf basket.
