In generation I (Red, Blue, Yellow) Go to Celadon City. Go to the top of the Mart. Buy either Lemonade, Water, or Soda Pop from the vending machine. Give one to the guard in Saffron to enter the city.
In generation III (Fire Red, Leaf Green) Go to Celadon City. Go to the apartment complex east of the mart. Walk inside and talk to the old woman, and she will give you tea. Give the tea to the guard to enter the city.

∙ 15y agoBeat the Fighting Dojo and the Saffron City Gym. You must also go to Silph Co. and beat Team Rocket. You will not be able to get in, unless you have beaten the Team Rocket hideout in the Game Corner first. So make sure you have gone to the Game Corner's basement and beaten Team Rocket there!
