In order to get it you must:
- Access celestic town.
- Battle the team galactic guy blocking the entrance to the ruins
- Go and observe the inside cave painting(Click A Button)
- Defeat Team galactic boss Cyrus and the elder will give you the HM.

you have to get the secret potion from synthia then go just north of solaceon town talk to the phyduck go down the path where the phyduck where then you should get to celestic town talk to the galactic guy answer yes to him defeat him go inside the cave talk to the paintings on the wall then a galactic boss will come defeat him and the old lady next to you will give you hm surf.
