The smell is caused by bacteria which live on the urine. To remove this you need to thoroughly wash the toilet and the toilet seat with soapy water infused with the recommended (on the bottle) amount of a good household disinfectant. This process will remove the urine residue and kill the bacteria. This process needs to be done regularly (2 to 3 times a day in a much used toilet and at least once a week at home).
Stop peeing on it

Cat odor can be very difficult to remove, especially urine smells and stains. There are two effective ways to get rid of this odor. Unfortunately one of them is replacing the carpeting or doing a remodel and repainting of the room to neutralize the smell. Another cheaper option though is to purchase enzyme-based products and use them frequently almost every day until the smell is somewhat neutralized, however this doesn't always work. Blot the area and let the areas of cat stains dry. Repeat and repeat. Eventually you still may find yourself replacing the carpeting however.
