It is possible to enter but there is a procedure. First, you have to sign an agreement stating that if you are wounded or killed, the United States or South Korea can't be held responsible. Then a US soldier guides you along the South side of a wall where you can look over at North Korean installations. You then enter a conference building where you cross to the North. You then walk along the wall on the North side before boarding a coach and taking a short bus tour down a strict route. Then coach then returns to the safety of the South side of the DMZ.
There are a few notable issues-
If you leave the tour it is likely you will be killed.
Cameras of any kind are highly limited.
You don't really get a chance to see much of the North.
You have to either ride a boat or an airplane.
