Very rarely. Amtrak is the operator of inter-city train service in the United States. Greyhound is the major inter-city bus service in the United States. Occasionally they will share a station (Milwaukee for example), but usually not. There is frequently a Greyhound bus stop at an Amtrak station allowing train passengers to connect to points not served by trains. But the bus stop is usually just a street corner outside the station and the city's primary bus station is located elsewhere.
The Philadelphia 30th Street Station that is utilized by Amtrak is on the western edge of downtown. Unless you have business in that part of downtown Philadelphia, you may wish to take a taxi into the heart of the center city.
You can take a NJTransit bus from Lakewood to Philadelphia, where you can catch an Amtrak train to Baltimore. The NJTransit arrives at the Greyhound station, about a mile from the Amtrak station; you can take a SEPTA train, or just walk, from one to the other.
