This is simply caused by a defective LCD display. Personally, I would contact an professional iPhone repair business to have this fixed. Reason being, fixing iPhones can be a very difficult and time consuming if inexperienced with working on these devices.
If you do decide to do it yourself, purchase a new LCD display for your iPhone 3GS and then visit YouTube to watch a tutorial on how to do it.
