For foggy or yellowed headlights, there's a new kit out, the 3M Headlight Lens Restoration System available at AutoZone or 3mestore.com which works great! The kit sells for only ~$20. Kit contains basically everything you need to do the job and produces amazing results. This one seems to work so well because of the household drill attachment, which many others are just hand sanding which takes forever and does not produce near the same results.
Assuming that the problem is not moisture inside the light assemblies, but oxidation of the plastic, try using a clear plastic cleaner & polish to remove the oxidation from the lenses. A lot of rubbing has worked for my 2001 Intrepid. I use a product called PLASTX by Meguiar's, Irving, CA (www.meguirars.com).
If the lightbulb itself is burnt out on a 1991 Mercury Cougar then just replace the light. If it is the wiring that is the problem then find the burnt wires and cut them. Replace them with new wiring.
Take it to a shop before you hurt yourself. If you have to ask its too much of a job to handel now get back to work.
The headlights can be sanded with a high grit of wet sandpaper, 1500 or higher. Keeping the lens wet lightly sand and they will polish up. Follow up With a finer grit for a better shine.
