Very small drillbit underneath taillight. small hole water drains out. I recommend sealin the hole with silicone after.

If it is a convertible the drain holes are full of crap, they are located under the rocker panels. They are usually bent shut when using a jack or lift in the wrong location.
you have to remove the rear seat than the seat belt bracket and than the seat back after that you have to remove the rear panels whwre the speakers are after all that is off there are three bolts 13mm I believe loosen them close your top and tighten bolts with top latched.
On either side of the car (under the doors and rocker panels) there is a place where the body parts come together. That is where the drains are for the quarter panels. If for some reason they have been bent over (they hang down about 1") they won't drain. Straighten any bent areas. This should take care of the water collecting in the quarter panels and flowing into the passenger compartment of your car.
Answer MY VW ageI have a 1978 VW Bug convertible. In process of restoration. Just had it painted. I replaced the chrime, signals back on and now for the interior. Have new quarter panels and door panels. Will live with the white seat covering. Still good. Carpet OK This is a fuel injected model. 1979 last year for convertible imports from Germany. Bob
Begin by removing the front quarter panel retaining bolts. The front quarter panel's will come off. Reverse the process to install your new front quarter panels.

On a 1999 Sebring Convertible, they are at the bottom of the kicker panels on both sides of the car. There are about 4 on each side, but I found that the ones closest to the rear wheels are the ones that really need to be kept clean to avoid getting water on the inside of the car. If you run your finger along the inner side of the lowest part, you can feel them as raised sections that are slightly slanted.
They are commonly referred to as filler panels.
