As long as the leaves are green and healthy they are storing nutrients for next years bloom ( a good time to fertilize ). once they start to wilt and turn color they can be trimmed off, doing so before will lessen the beauty of next years bloom.

Do not cut back tulip foliage. Cut off the old flower stem to stop the plant setting seed as this weakens the bulb.Let the foliage die back naturally and then remove the withered remains.c
