The Navy started about 2 years ago taking SW MSW graduates (from a CSWE accredited school) into an "internship" program where they are commissioned ensigns in the Navy (O-1) and are stationed state-side for 2 years until getting their LCSW. From there these "interns" owe 3 years active duty then 3 years inactive duty. As far as I know, there are no social work positions besides these "interns" (8-12 accepted per year) in the Navy unless you have your LCSW.
Other options include joining after your LCSW and then the Navy pays a signing bonus (30-40,000) plus tuition re-embursement (if you still owe anything after getting licensure...)
Call an medical officer recruiter- no one really seems to know 100% since there are only 36 active duty SW in the Navy right now, but the rumor is that the Navy is trying to build up to 150 active duty SW... so it may change in the next few years how they want to go about doing all of that...
