on the carb there is a plate that moves when you throttle up and returns to a stop screw when throttled down. This stop screw is the idle adjustment, turn it in until you reach your desired idle rpm.

move your throttle cable and follow it to the carb. See how is moves?? There is a screw right there. That's the idle adjustment screw. Move it in and it speeds up. back if out and the idle will slow down
The most common cause of engine surging (rev up and down) is a dirty air filter.
Top no-load speed is 3050 rpm.
If your engine has a carburettor turn the idle adjust screw so the idle is at the proper speed. If your engine has fuel injection the ECM controls the idle.
To find the idle adjust on a caterpillar 3406 engine refer to the owners manual. If this doesn't help, contact the manufacturer.
You adjust the run and idle speed with the governor wire...loosen the nut and adjust it.
there should be a screw in the side of the carbuerator. turn the screw all the way in be careful not to bottom it out tight you will ruin the needle valve. then turn the screw opposite 1 1/4 times this should be good slow idle and also fast idle speed.
Assuming the engine is bolted securely, then I would think it is indicative of a problem with the idle being too high and affecting the centrical clutch or just the clutch.
