First you need to check the PSI level to make sure you need to recharge it and that its not another issue. You can purchase products at almost any automotive store or retail discount stores to do this with. Make sure you get one with a gauge. You will connect up to the low side port and charge your system to the correct PSI level. I found some great how to video's on the website listed below and a pressure chart to show the PSI level. You can do this yourself without taking it to a mechanic.

There are two ports to recharge the air conditioner in a 1998 VW Jetta. Follow the Air Conditioner lines to the firewall, the lower one is on the passenger side near the strut tower.
You will need a Freon recharge kit. Connect the hoses of the recharge kit to the ports on top of the air conditioner compressor. Release the Freon into the compressor.
