Walkie talkies are not a subsitute for cell phones. They are meant for broadcast mode (talking in a group mode) . Typically used in construction, security, schools and college…s, outdoor catering, airlines, tea and coffee estates, golf courses, resorts, event management and sports. they can go out of range and have a small number of channels that they can communicate to each other on. The biggest limitation of Walkie Talkies, besides being low power (not good for more than 2 - 3 city blocks) is 1) Only one person can talk at a time, and 2) Everyone else with a Walkie Talkie can hear what you are saying to your friend if they are within 2 - 3 city blocks of your house.
Cobra radio does not need any licence as it is Licence Free radio. If you press PTT (Push-To-Talk) button, and you hear beep-beep, it is probably signal for LOW BATTERY LEVEL.… . You need to charge the battery before using it. If this does not help, either battery needs replacing or radio is faulty. Make sure both radios are on the same channel and sub-channel (Sub-audiable tone), otherwise you will not be able to communicate with the other radio user.. More details will be in your Operation Manual, if you have mislaid it then you will be able to order another one from your supplier or Cobra themselves.

If those walkie-talkies operate on CB frequencies, then yes. There are several handheld CB radios available. 40 channel handhelds are available from Cobra, Uniden, and Radio S…hack. Radio Shack also has (or used to have) a three channel handheld CB radio available. It came with the radio crystals to operate on Channel 14, and you could purchase the radio crystals for any other channels you wished to operate on.
