The heater control panel on a 1998 Outback is all one unit with the vents that are above it. To remove the heater control panel, pull off the fan knob. Then, with a flat screwdriver gently pop out the thin piece of plastic below the heater control. There are screws here. The heater control and the vent cover can then be taken out by using the screwdriver to pop the clips holding it on.

You have to remove the trim pieces from around the radio and heater control panel. It just pulls straight out. Then you can access the heater control panel. It just unscrews with a screwdriver or small socket. It was metric I think. After you unscrew the control panel, pull it towards you. there are plugs for hot/cold, fan switch and fresh/recirc switch. There are 2 clips that hold the hard wire to the assembly. Becareful when you pop them off from the underside as they WILL go flying. Reassembly is just the opposite.
