Simplified summary:

An (electric) arc is created in a closed Mercury vapor environment, under partial vacuum.

That makes lots of ultra-violet radiation, which excites the inner lining of the tube (typically, a barium salt).

When the atoms of the lining drop into a lower state of excitation, photons of visible light are produced.

The electricity excites the florescent materials causing them to glow and give off light. Early light bulbs are incandescent or give off light with more heat than florescent bulbs which use much more electricity to make the metal filament glow with also much heat given off.

How can ink stains be removed from fabric?

It depends on how much ink and what type of ink. I wear lab coat and usually work with black pen ink lines or occasional blot of ink. With this smaller amount ink, hairspray works best for me. I will work it or soak it depending on the ink's response to the stain.
