Removing the taillights
To access the taillights one needs remove the taillights cover. To do this open the trunk, in the trunk are three plastic bolts that hold the taillights cover on. To have easier access to these bolts pull the trunk fabric a little away from the bolts. Unscrew these, then from the outside of the car pull the taillights cover toward you. Once the taillights cover is dislodged from its spot in the body of the car. You should have full access to all the individual lamps once you do this.

I have a 1998. I have never used the lower lights. Recently asked at the dealership how to turn them on. Lever on left of steering column where I turn on the headlights? The end of that lever pulls out, turning the lower lights on.

i used my key on the passnger side door to unlock it and my alarm souned off i tryed unpluging the all the computers and battrey and the horn and the lights keep flashing i have no key pad .

If you turn off the ignition and remove the key while the headlights are on, then turn off the headlights, the headlights will stay on for 30 seconds and turn off. You can avoid this by turning the lights off before you turn off the car or by switching them on and off again.
It is probably the brake lights that are on due to a misinstalled or damaged brake light switch.
To turn on the fog lights you pull the end of the turn signal lever it will pop out about 1/8th inch.
the multifunction switch... ( turn signal) twist it to turn on the lights and once the lights are on pull it towards the door to turn the fog lights on
