Because the smell of tobacco was over powering and pungent. Plus all windows and doors were closed and they had children full asleep from the narcotic effects and pervading odor. Women suffered greatly from it.

It is possible for someone who works with tobacco (handles it) to absorb things from this plant through the skin. In addition to those who manufacture cigarettes, farmers and those who transport tobacco might also be affected. But the affects are minimal compared to someone who actually smokes tobacco, and gloves are often worn by those who directly handle tobacco.
