Greece is an island, which made its economy rely heavily on the sea. Greece also consists of numerous mountains that divide it. This caused the formation of Greek City-States, and the lack of population due to the lack of farm-able land. Also, Greece is quite warm which causes people to go outside more often and where less clothing.
Greece is mountainous and a poor country agriculturally. The early communities established themselves in the valleys of rivers and streams to live off the limited fertile land, and on the coast to take advantage of the abundant schools of fish. To protect themselves from invaders they needed a hill on which to establish a fortress in which to take refuge from sea and land pillagers. So the city-state evolved - a patch of fertile land, a watercourse, and a hill. The hill fort became a city, the settlements were separated from each other by the mountains, and so the independent city-state became the political division of the Greek peoples. These city-state competed against each other and continued to maintain their separateness and individual government.
It protected them with walls and guards would go on all 3 sides to look out for barbarians.
