Islam is a religion and to the extent that Islam is exclusively a faith, with prayer, worship, and public ethics, there is no reason why Islam cannot be part, or even the majority, of a functioning democracy that embraces human rights. Indonesia, Turkey, and Albania can show that a Muslim-majority country can operate democratically and with a general support of human rights. (However, as Turkey becomes increasingly Islamist, these rights are fast eroding.)

However, Islamism is a political ideology whose goal is to bring the religious tenets of Islam into the daily functioning of a government and its laws. There are a significant number of Muslims who are Islamists (with estimates typically placing this number at around 15-25% of the worldwide Muslim community). Islamism is a genuine threat to the people because it supports a theocratic state where the law is determined by religious jurists as opposed to the will of the people and general human rights. Islamists use tactics of violence and coercion to bully people into agreeing with their views and ideals, making certain areas of both Muslim-majority and Muslim-minority countries dangerous places for both Muslims and Non-Muslims to express dissenting opinions from the those of the theocrats.
