How you would break it down is very simple. If a police officer suspects you of something then they need to obtain a search warrant. If they get the search warrant then they can barge into your home.

The 4th Amendment limits the power of the government to conduct searches. Without that limit, the government could show up at everyone's house in a neighborhood, and announce they were going to search to see if anyone had committed any crimes.
