No it cannot if you run a 3 phase motor on 2 phase the motor will not run correctly and will most likely burn up.. and when running it on 3 phase you need to make sure the motor is running the direction

You are unlikely to encounter, these days, a 'two-phase supply'. This is an archaic system in which two voltages are generated at right angles to each other -an early form of polyphase system.

What you are referring to is a loss of a line conductor. Under such circumstances, provided the machine is already running, it will continue to run albeit with a loss of torque. If it is stationary, however, it will not start.

Two-phase power as strictly defined has not been available for about 100 years. A three-phase supply with one phase disconnected is really only a single-phase supply and using a capacitor to create the third phase would not really work because it cannot accommodate changes in the current drawn by the motor.
