You can try putting a safety net over the top this also makes it safe for kids and if you do it may pay to put a tub with water some where for them to use that way they may not try to interfere with the net.
As you know raccoons are nocturnal and love water (they use water for cleaning themselves.) Short of a barbed wire fence you could use censor lights around your pool. Even though you can often see raccoons in the daytime (I live in British Columbia and we have that problem) censor lights do startle them. If this doesn't work then I would take the suggestion of the other poster. You call animal control

There is nothing you can do to the water itself to keep them out. Leslie's Pools sells a net that you can cover your pool with. Once they get the message that the water is not accessible, you should be able to remove it. This is also a good solution for ducks.
The feces is usually on the first step of the pool. Get a wet vacuum cleaner from Home Depot or Walmart (<$30). suck the feces with water. dump the water from the collection tank of the vacuum cleaner. Repeat till you got it all.
I was told that if you throw a alligator blow up toy in the pool, than they'd be scared away. I am yet to try that. If it leaves mark on the step, use muriatic acid to clean it up. muriatic acid is very corrosive, so please be careful.

You need to scoop it out then super shock the pool and run filter. There is a chance of E Coli bacteria so you need to make sure you shock the pool well

shock the pool with a lot of chlorine. You might want to change your cartridge filter as well if it has happened more than once. Racoon poo carries all sorts of deadly organisms so you'll want to make sure to drive up your chlorine level very high to kill off all the bacteria
