try to get him to go to a movie like saying "Hey me and a couple of friends wanted to see blah blah blah and i was wandering if you could go?" if he says "yes" then on the next few days say a couple of them cant go so we would be the only ones there. When you go to the movies try to look attractive but not desperate. and during the movie get closer to him every once in awhile the when the time is right(and you will know cause you will get a feeling) you can ask him!

That's a very shallow example, but it's just to show how you would think of the other person. You will need to try to be intuitive and figure out how they feel, then act accordingly.
