With a standard Amateur license, you have no authorization to operate outside of
the amateur frequency bands, and if you're using commercial type-accepted ham
equipment, it won't operate outside of those bands anyway.
Public Safety radio services don't operate in the amateur frequency bands. You can
listen to them any time, with a 'scanner' that covers the police bands, but you can't
talk to them.
If you have a special license and different equipment, or if the local police want to
acquire ham equipment to use in emergencies, then that's a different story.

A spot on the side of the plastic case has melted, and smoke has started to come out of it lately.
Windows will heat (but not much) if the sun is shining directly on them. If a radio turns on and off spontaneously it is probably a case of faulty wiring.
You both need Jim and joes address just in case they are in trouble or in case of a emergency and i will be very sorry if you get this wrong
Mayday is a distress call for help. It is used in a life threatening emergency and should be given three times in a row to be sure it is understood in the case of noisy or broken up communications.

Command Post. It is a sort of job title and not necessarily a fixed structure- could be say, a firehouse or emergency amubulance station, or a Police Radio station with adequate command and signal facilities. Many police departments have special ( Signal emergency) or communications emergency trucks with many multi-band radio apparatus installed. This often is used in the case of such minor but disruptive to communications events as, say- Power failures.
A wind up radio is a great device if you need a radio and have no electricity or batteries. These come in handy if there is a storm and you lose power or in case of emergency.
You call 911 in an emergency - requiring medical attention, in case of a fire, or when the police are needed.
In Case Of Emergency9-1-1 (in U.S.) Police departments also have regular 7-digit numbers for emergency and non-emergency (business) calls, but the numbers vary in each location.
It's important because if you need to call the police, ambulance, or fire fighters. So then you could call them and they would figure out what to do depending on the emergency. So you should have a phone so could call the police, an ambulance, or fire fighters.
The Radio Amateur Civil Emergency Service (RACES) was founded by the US government in 1952. It is a network of amateur radio operators that agree to provide their services in case of emergency. This can allow for faster communication than would be possible through existing government services.
in case of a emergency
I cant speak on experience, but I would guess a flashlight, a handheld radio, extra batteries... directions in case of emergency....
Appropriately, the Atlanta Police Department (APD) is relatively easy to get in contact with. In the case of emergency, the easiest way to reach the APD is to dial 911. For non-emergencies, the police may be contacted at (404) 658-6636.
Technically, it's still illegal. However, I would expect a police officer or prosecutor to exercise their discretion and allow it to "slide", given an emergency.
