One of the best ways would be to check out restaurants in your area that have shut down and are looking to sell their stuff. Depending on how good of condition the items are you might be able to purchase some used stuff.
If you're looking for new (but still cheap) restaurant equipment and furniture, then you might want to try shopping online. Mission Restaurant Supply sells everything you could possibly need and at very competitive prices. I've been in the restaurant/bar biz for years and I've bought all of my new stuff there.
