You can't, in June 2010 the FDA (I believe it was FDA) ruled cigarette companies can no longer offer merchandise in exchange for upc's from packs, or any other incentive that would encourage people to smoke.
It would seem that offering people coupons for cigarettes in exchange for the proofs of purchases from their already bought cigarettes encourages nonsmokers to start, that's American bureaucracy for you.
