Google providers a data error reporting form (via website) to submit corrections to google's imagery, street names, directions, and so forth.
By far the easiest way to provide updated information is through the new Google Map Maker tool. This allows you to directly move addresses to the correct location, change type of marker, etc. Submissions get reviewed and if approved get pushed back out to Google Earth and Google Maps.

∙ 12y agoThere are three ways to find out about imagery updates in Google Earth and Google Maps:
- You can signup with Google using a new service called 'Follow Your World' to get e-mail notifications when a given area has been updated.
- Check out the regular imagery update announcements posted to the (unofficial) Google Earth blog and Google's LatLong blog websites.
- Google also maintains a KML file that lists all areas in the current and previous updates with red bounding boxes.

Best bet to going to the Google Earth Gallery, Google Earth Blog, or Google Earth Hacks. See everything from real-time earthquake feeds to tips using GE in stereo 3D.
However, if you're interesting in customizing google earth in how it interacts with the user and data then try looking into the Google Earth API, which is a JavaScript API for Google Earth as a web-browser plugin.

Previous versions of GE can be downloaded from the direct installer links. Prior to the non-beta release of GE 6.0 in March 2011 GE 4.3 was still available and has since been removed. Only caveat is these versions have the auto-installer disabled so you have to manually install any updates yourself.
