it varies... some say music playing just as a background noise helps them concentrate just as a tv on in the background might help. others find it rather distracting and have to have complete silence in order to concentrate

Not at all - watching TV while studying is going to end up with you knowing a lot about the TV show and not much at all about whatever you're supposed to be studying!You can have soft music on in the background while studying - make sure it's instrumental and quiet because studies show that loud music or music with a vocal track are just as distracting as a TV set.
