You can not. The only way to have 32 GB of storage is to buy a brand new card that is 32 GB. The 2 GB limit is a hardware thing, not a software thing. If you want to save space, you can compress your files, or take lower resolution photos.

2GB, 4GB, 8GB, 16GB, 32GB, 64GB and the largest until today (24 Feb 2012) is 128GB. There are other ones that are smaller than 1gb but they are virtually useless. Plans are to create a bigger SD card of 1 TB (1000 GB) but that will take a while.
