Google is not a hosting site for images, therefore you can't upload pictures to it. Google takes pictures from various websites. If you want your picture on google, upload it to photobucket or one of the other photo sharing sites.
To add photos in Google you will need to upload your file. Then select the locations you want to update and input the URL for your picture in the Images field.
