Generally there is no method for enforcing a court order for support outside of U.S. jurisdiction. There are, in theory some countries who have child support enforcement agencies and purport to cooperate with other countries in the collecting of such. Unfortunately the process is so complicated and time consuming it is usually an act of futility.
If the absentee parent has/owns property of any sort in the U.S. such as a bank account or real property those things can be seized and used to fulfill support his or her child support obligations.
