Boot-cut jeans are wider at the bottom of each leg than they are at the knee, allowing room for the jeans to easily cover the tops of boots. Shortening the jeans at the hem (bottom of the leg) necessarily removes the wider portion of the pants leg, leaving the narrower upper portion to fall over the boot. The shorter the pants leg, the narrower the bottom of the leg will be. The only way to avoid this narrowing would be to shorten the pants leg at some other point - at the knee, perhaps, or higher on the thigh. But that option would produce an unacceptible horizontal seam across the leg of the pants. The only other option would be to open the side seam of the pants leg and insert a gusset (triangle piece of fabric) to widen the bottom of the shorter pants leg.
