Check for a blown fuse. If the fuse is good then apply 12 volts directly to the blower motor. If it runs then the Blower Motor Resistor Pack is defective. If it does not run the motor itself is defective.

Is there plenty of coolant in the radiator? Did someone remove the thermostat, and not replace it? If both of the above are alright, then it sounds like a door in the ventilation ductwork is not opening to allow heat to come in from the heater core. Maybe someone by-passed the heater core.
